Investigators from the Scarsdale Police Department received a report shortly before 6 p.m. on Nov. 1 of a shoplifter at CVS on Popham Road.
Officers spoke with the store manager, reviewed surveillance video and determined that their suspect was a white female in her 20s with brown hair in a bun, carrying several bags and a purse.

Police said that Staines was placed under arrest and notified police that she had an uncapped needle in one of the bags. Following her arrest, drugs and drug paraphernalia were found in Staines’ bags, including alleged heroin and prescription pills that were not prescribed to her, police said Among the items seized were a crack pipe, hypodermic needle, cigarettes, a spoon and metal strains all with drug residue on them.
Staines was arrested and charged with petit larceny, possession of a hypodermic instrument, criminal use of drug paraphernalia, criminal possession of a controlled substance and criminal possession of stolen property, all misdemeanors.
Following her arraignment, Staines was released and issued a ticket to appear in Scarsdale Village Court at a later date.
